Abstract For unsaturated soils, Terzaghi’s effective stress $$\sigma = \sigma ^\mathrm{tot}- u$$ σ = tot - u has been generalized by Bishop to the form ^B \chi B χ . Factor $$\chi $$ , for example (S) \approx S$$ ( S ) ≈ takes into account degree of saturation S However, ^B$$ is unable characterize strength and deformation soil unless applied with suction. A new ^E E ^E(S,n) , n proposed. It likewise insufficient if without suction, but it (at least) a clear physical meaning: ^E$$ represents contact forces between grains in static equilibrium same manner as does saturated soils. All must be entirely surrounded free or capillary water.
